Theo VnExpress, UBND tỉnh Bắc Ninh (Quyết định 64/2026) hỗ trợ 100% tiền thuê đất trong 5 năm đầu cho doanh nghiệp công nghệ cao, doanh nghiệp nhỏ và vừa, khởi nghiệp sáng tạo thuê đất trong khu, cụm công nghiệp, tính từ ngày ký hợp đồng thuê lại đất với chủ đầu tư hạ tầng. Tỉnh cũng đặt mục tiêu hỗ trợ ít nhất 10.000 hộ kinh doanh chuyển đổi số, cao điểm từ 01/10 đến 30/11/2026. Đây là chính sách riêng của Bắc Ninh, KTBL chưa có văn bản gốc để đối chiếu.

Thông tư 136/2026/TT-BTC ngày 14/9/2026 của Bộ Tài chính (hiệu lực từ 15/9/2026) sửa khoản 2 Điều 3 Thông tư 158/2025/TT-BTC về thuế tiêu thụ đặc biệt: hàng hóa do cơ sở sản xuất, gia công bán hoặc ủy thác cho đơn vị khác để xuất khẩu phải có hợp đồng mua bán/ủy thác xuất khẩu, hóa đơn bán hàng hoặc giao hàng ủy thác, và nếu hợp đồng đã thanh lý thì biên bản thanh lý phải ghi rõ tên, số lượng, giá bán hàng thực xuất, chứng từ thanh toán không dùng tiền mặt, số hợp đồng và tờ khai hải quan. Hàng mua để xuất khẩu nhưng tiêu thụ trong nước thì bên có hàng phải kê khai, nộp thuế tiêu thụ đặc biệt khi bán trong nước.
